The Jewish calendar is based on lunar cycles. Knowing exactly when the month begins is important because the Torah schedules the festivals according to the days of the month. The first day of the month is called "Rosh Chodesh", or the "Head of the month". It is a mitzvah to celebrate the Rosh Chodesh and to consecrate the month, as seen in Exodus 12:1-2.
"Sound the shofar at Rosh-Hodesh and at full moon for the pilgrim feast, because this is a law for Isra'el, a ruling of the God of Ya'akov."
Tehillim (Psalms) 81:4-5
"Study to show thyself approved unto God, a workman that needs not be ashamed, rightly dividing the word of truth."
2 Timothy 2:15
